Particularly we disagree with the article "A World On Artistic Political Correctness" because if someone want to act as Japanese, as long as he doesn't disrespect them or their culture, it is okay.
There will always have a mix of cultures and there is no point of making a big fuss out of it.
Also, like the article mentioned imagination and art have no limits so it is fine if someone wants to express his kind of art based in another culture.
For example there is a lot of Comic Cons in Brazil that bring Japanese culture, in this places we can see a lot of Cosplay, Brazilian people dress it up with characters from Japanese animes, and nobody see any problem.
